Frame Group was engaged by New Plymouth District Council to develop a comprehensive Paths and Tracks Manual to guide the consistent planning, delivery and management of walking and cycling infrastructure across the district.

Frame Group provided advisory services focused on establishing clear standards, procedures and classifications tailored to NPDC’s asset base, operating environment and user needs. The manual applies national standards while incorporating local classifications and extends to a broad range of path and track uses, including pedestrians, cyclists, e-bikes and e-scooters.

In addition to preparing the manual, Frame Group delivered training workshops for NPDC staff, supporting practical understanding and consistent application of the guidance across planning, design and maintenance activities. The manual provides NPDC with a robust, future-focused reference that supports safe, accessible and well-managed path and track networks across New Plymouth.
