Frame Group was engaged by Northland Regional Council to deliver a region-wide Kauri Dieback Track Mitigation Programme, funded to address the growing risk of pathogen spread across high-use public walking tracks in Northland. A key focus was sections of the Te Araroa Trail, identified as particularly high risk due to heavy through-walker traffic moving between infected and uninfected kauri forests.
Drawing on Frame Group’s extensive prior experience delivering track and visitor infrastructure projects for the Department of Conservation, the programme began with detailed site assessments across multiple locations. These assessments informed the prioritisation and scheduling of mitigation works, as well as the development of detailed construction documentation for kauri-safe upgrades. Track routes were adjusted and upgraded using proven kauri protection methods, including boardwalks, boxed steps, hygiene stations and signage, to deliver durable, environmentally sensitive access solutions in high-risk forest environments.
The project also placed strong emphasis on social procurement outcomes. Local contractors were trained and upskilled in kauri-safe construction techniques, with on-site mentoring provided throughout delivery. The programme supported job creation and training opportunities for long-term unemployed workers, including young Māori and Pasifika participants, building capability that could be carried forward into future conservation and infrastructure work.
Frame Group managed project budgets, material sourcing and resource coordination across multiple sites, while also leading landowner engagement, approvals and access negotiations to enable timely delivery. Community benefits extended beyond environmental protection, including preservation of the historic Paparoa Pā site and improved access to significant forest areas, supporting broader wellbeing outcomes.
The programme’s outcomes were recognised at a national level, receiving both Silver and Sustainability Awards in acknowledgment of its environmental leadership, social impact and delivery excellence.
